The Rocket Boots is an epic charm found within the Architect's Ring.
Obtainment Method(s)
The Rocket Boots is only held by Septillian, a rather secluded charm trader in Pelias' Keep who can be found by entering corridors behind gravel in the POI Arx Spirensis at these coordinates: [-478, 50, -67]
Behind the gravel, you need to go on the left side of the staircase and mine more gravel at [-502, 49, -66] and then walk straight until you find the trader at [-517, 49, -66].
Once you've found him, one of Septillian's trades will allow you to trade 16 
and 48 Broken God Gearframes into a Rocket Boots.
Functional Information
Like all charms, the Rocket Boots cannot be masterworked, even though it is of the Epic tier.
When worn, it greatly enhances the potential of Meteor Slam, allowing you to jump higher while also lowering its height fallen threshold and granting more radius. Overall, it is a key charm to making Meteor Slam a great berserker skill.
