After speaking to Fred, you will receive "Silvic Instrument".
Go to the Cave of Secrets in the King's Valley and use the tool Fred gave you near the doorway.
Head to the doorway at the end of the Cave of Secrets Poi and right click with the item given.
After defeating the enemies head back to Fred in the City of Shifting Waters lobby. Fred will give you the "D.R.E.A.M Catcher".
Talk to Researcher David and find out where to go.
Speak to researcher Dave at the Celesian Isles Monument in Steelmeld
Go to where David was talking about, follow the river to its end and use the D.R.E.A.M. Catcher. Bring it back to Fred when you're done.
Take the "D.R.E.A.M Catcher" to Eldrask's Arena. You will receive "Dreamt Powder" there (either upon entering or using the rod)
Head back to Fred and he will send you to a fake black willows reward room.
Return to Fred when you're ready to start up the Stone Fred.
The doorway closed and trapped you inside! Find a way out.
Collect the willow strand.
Quest complete.
