Crystal Canteen can be purchased from the Star Point Rare Trader next to the tree behind the Ruined Chapel in Chantry of Repentance.

Or alternatively purchased with a Dichen Alchemist's Bag and 2 Star Point Fragments. Note that this is used for carrying over infusions.
