Pulsating Diamond can be acquired by trading 2 Silver Dust for 1 Pulsating Diamond at the infusion altar in Galengarde [-361, 189, -695]. A launcher to the highest floor can be accessed at the emerald block in the center of Galengarde [-330, 81, -654].
