Shadebound Satchel can be purchased from the Pelias' Keep Rare Trader in the New Antium Forge for 2 Keep Fragments.

Or alternatively purchased with a Dichen Alchemist's Bag and 2 Keep Fragments. Note that this is used for carrying over infusions.
