The Congress Burns is a book written after the destruction of the Celsian Congress and the Fallen Forum. It can be found in the center of the ruins of the Congress, which are visited during the quests Bleeding Proof and The Olive Branch.

The Congress is gone... destroyed in an instant. I don't know what happened, nor do I know how I still live. Something feels wrong in the air, like magic itself is still buzzing.
