Fragments are a distinct form of currency obtained primarily by fragmenting a rare or artifact item from the corresponding content at a fragmenting station located on the left when walking into a dungeon lobby, somewhere in each starting city, and directly next to each region's infusion altar. They can be turned in at their respective content's rare/artifact traders to obtain the content's rares or artifacts, and can also be turned in at their respective traders or respective region's infusion handler --- Keloch, Jean Bay, and the Infusion Manager for the Valley, Isles, and Ring respectively --- to receive Royal, Gleaming, and Silver Dusts; some may also serve additional purposes elsewhere...
